For years, space sovereignty meant owning a constellation, but that definition is expanding. Advances in commercial capabilities and conflict-driven urgency have compressed procurement timelines from years to immediate need.

This shift was a defining theme at World Space Business Week (WSBW) and the Space Defense & Security Summit (SDSS), both held in Paris September 2026. BlackSky CEO Brian O’Toole and Chief Technology Officer Patrick O’Neil took the stage across both conferences. Here is what stood out.

Redefining sovereignty

The challenge is speed. Sovereign solutions take years to develop. Nations are contending with near-term threats while devising long-term roadmaps, and they can’t afford to wait.

Gone is the era when nations required a 16- or 20-satellite constellation to own a sovereign space-based intelligence capability. Today, they can own as few as two or three satellites and augment them with commercial capacity for a hybrid solution.

Owned assets matter most when demand spikes. When tasking in a region escalates rapidly, priority becomes harder to secure. Owning satellites guarantees dedicated capacity; the commercial constellation adds revisit.

By combining assets that you purchase with access to our commercial constellation, you really get the best of both worlds. You get complete reliability, complete ownership and governance, and top priority over your own set of assets. But you can also tap into our commercial constellation to increase your revisit. – Patrick O’Neil, WSBW

Proven performance is the foundation of this model. “These customers need technology that works,” BlackSky CEO Brian O’Toole said at SDSS. “This is national security. The ability to have demonstrable capability that can scale is critical.”

BlackSky’s Gen-3 satellites deliver 35-centimeter imaging, a capability O’Toole said likely fewer than 10 commercial assets in the world can match, bringing clarity to dynamic operational environments. While manufactured in the U.S., the technology can be adopted internationally, leading to major partnerships. BlackSky recently announced that it’s the exclusive provider of very high-resolution imaging satellites in a $1 billion AI-enabled constellation initiative with Marlan Space, Loft Orbital and Mistral AI, designed to serve users across France, Europe and the UAE.

AI only matters if it’s fast

O’Toole noted that AI is most valuable when customers know what questions they need answered. For defense and intelligence customers, the most urgent question is often what is happening right now.

O’Neil illustrated a hypothetical scenario: A drone launcher emerges from a tunnel, launches drones and retreats. High revisit raises the odds of seeing this. Low latency and AI detection make a real-time response possible.

“Without AI that’s operating in line with image delivery, and without the AI that can detect those types of threats, seeing a drone launcher come out four days ago doesn’t help you today,” O’Neil said. “It doesn’t help you with the threat right now.”

That is why BlackSky runs AI throughout the BlackSky Spectra® platform, from autonomous tasking to automated detection of vessels, aircraft and vehicles. For example, this Gen-3 image of a Chinese airfield was collected around 7 a.m. local time through haze and low light, less than 24 hours after the satellite launched. Despite the environmental challenges, BlackSky’s AI detected objects across the airfield, with results processed in less than a minute after collection.

Paired with high revisit and low latency, that speed puts intelligence in front of decision-makers on tactical timelines.

Built for partnership

Asked at SDSS whether the industry is entering a gold rush, O’Toole pushed back:

I’m not sure I’d call it a gold rush. We come at this first and foremost looking to be a very strong partner to our customers and we’ve set up our business that way.

Brian O’Toole, BlackSky CEO

That partnership spans three lines of business: space-based intelligence and AI solutions, Mission Solutions and advanced technology programs—essentially funded research & development. Many customers can start with a commercial subscription for immediate access to space-based intelligence and add sovereign assets for a hybrid architecture as needs grow.
